Specifically for onsite optimization (also called onpage optimization) you need to look at some of the following factors:

- html title tags (proper length and use of keywords)
- keywords and description meta tags with call to action and proper keyword usage
- one h1 tag on each page with relavent title
- judicious use of h2-h6 tags
- images should have proper description in alt tags
- image names should be descriptive and keyword rich
- linking to internal pages with proper keywords in the anchor text
- moving all styles and script code in separate files and not including them on page
- xhtml validation
- latest semantic indexing techniques to write the page content
- site map page
- several other things

Google Page Rank is the factor that shows your website ranking and popularity. Google Page Rank can be checked with Page Rank tool. To increase the ranking of your website it needs to have quality content and links. Both On Page and Off Page SEO help to increase PR.

Google PageRank (Google PR) is one of the methods Google uses to determine a page's relevance or importance.Important pages receive a higher PageRank and are more likely to appear at the top of the search results.Google PageRank (PR) is a measure from 0 -10.Google Pagerank is based on backlinks. The more quality backlinks the higher google pagerank. Improving your Google page rank (building quality backlinks) is very important if you want to improve your search engine rankings.

Well as per my view, Page Rank seems to have lost its importance a year or two back. Now, having good PR does not always indicate that you're going to top the SE. It is simple, if you just Google any keyword, the search results on the first page might not all come from high Page ranking webpages. Simple as that!

Google PageRank is a link analysis algorithm, named after Larry Page and used by Google Search. Your website's PageRank depends upon quality backlinks you get for your website and total count of your website pages.

PageRank is Google’s system for ranking web pages. A page with a higher PageRank is deemed more important and is more likely to be listed above a page with a lower PageRank.

PageRank relies on the uniquely democratic nature of the web by using its vast link structure as an indicator of an individual page’s value. In essence, Google interprets a link from page A to page B as a vote, by page A, for page B. But, Google looks at more than the sheer volume of votes, or links a page receives; it also analyzes the page that casts the vote. Votes cast by pages that are themselves “important” weigh more heavily and help to make other pages “important.”
