Link Building its working or not in Seo

I ask some type question please share this one because its so important for me.Some body say link building for Seo is totally loss its not useful.So do only Smo or Sem its true or not

Link Building is the most important in SEO. Without Link building, there is no way you can top on search engine results. But after the Penguin update, you must have to build quality backlinks not quantity- it means that you have to put your links on high PR sites and also you have to use unique quality content in any kind of Off-page SEO techniques.

Social bookmarking and directory submission are also good techniques which can build good quality backlinks and gives a fair amount of traffic. But submission of your website's link must be done on high PR and high domain authority websites through which you can build high quality backlinks for your website. Personally, I don't prefer directory submission because they takes long time to approve your link and also their link won't last for it. instead of doing directory submission, it is better to do other Off-page SEO techniques such as forums posting related to your website category, article submission, profile linking, blog posting and commenting and guest posting. These techniques can build high quality backlinks which last for long.
