2nd user does not have same access to SEO Tools

My user id can access everything under SEO Tools.

However, a 2nd user id only has access to the following under SEO Tools:
Website Manager
Website Manager
New Website
Reports Manager
About Us

This is normally found under Admin.

Is this because the user does not have access to the same websites I do?

How do I provide access?

Also, there is no "Forgotten Password" feature in SEO Panel. How do we retrieve a forgotten password?
