External Cron Job

hi, my hoster not have cronjobs :(

I need a solution to start the cron with http://mydomain.com/cron.php

I can not access external :( Cron not start and i see login
Pls help ..

i also add:
ignore_user_abort(true);
set_time_limit(0);

But i have a problem all 15 min the cronjob runing but my seopanel is freeze :(
