Instead of a full package is there a smaller package with only the updated files so I can keep my own modifications?

Never mind my above post. I realize almost all files are affected due to the change in " Short open tag checking disabled"

I performed the upgrade successfully.
One suggestion though. Move define('SP_INSTALLED', '3.7.0'); from config/sp-config.php to a field in the mysql database and let the install/upgrade script take care of the version number in mysql. Then there is no need anymore to edit sp-config.php anymore as define('SP_INSTALLED', '3.7.0'); is the only thing that needs to be edited after an upgrade. Would make life easier. :)

Your patch is having lots changes seo panel core database tables like websites. Thats why i could't include it in release.

You can share it to other users.
