I can add js by adding js's to JS folder of plugin.
but I need to add in body of plugin and add its need to be dynamically created

You can give it directly to the plugin view file
eg: pluginfolder/views/menu.ctp
It will work. Please try it.

JS can be added to add plug-in folder.
However, I need to add them to a collection of plug-ins need to add is dynamically created
