What happens when one page has two links to the same URL?

What impact would two links on a page pointing to the same target, each using different anchor text, have on the flow of PageRank?

it could be considered spammy link by the search engine, it would decrease your ranking in the search engine. it's not good for SEO purpose.
you can use canonical tag for it so search engine would not be confused between 2 pages, it can understand that those link not spammy it is your own link. another thing you can use that it 301 redirection technique for changing of the URL which the transfer link value old URL to new URL. only one URL should be used in the page it would be better for the site.

Not really an issue under the white hat technique. But, make sure you dont repeat the same quite often or use the Canonical Tag
